When the main packet is frozen but one exhibit arrives later, merge core-first then appendix-last.
Closing binders often lock a main PDF while counsel emails one more signed page. Concatenate the stable packet first, then the tardy file, so internal bookmarks and emailed page references stay valid.
Avoid duplicate TOC pages
If the appendix repeats the cover sheet of the master, skip that duplicate page before merging.
